Article 5.1(2) of the draft law states it is not permissible to submit to referendum proposals that relate to the rules of procedure of the Government of the Republic of Armenia (an exception not provided for by the Constitution). This restriction should be interpreted narrowly, in order not to lead to the prohibition of putting to the referendum any issues that deal with bills related to the activities of the Government, putting it in a special position in relation to other state organs in the system of separation of powers and reducing the importance of the referendum as a tool for resolving issues of significant national importance. In order not to allow referendums against specific elected or other officials, the rule could refer to internal procedures and personal composition of the public authorities.
