Article 39
 

Excluding matters relating to finance or the budget or matters which are settled by a two-thirds majority of the votes cast, matters exclusively allocated to regional bodies may be the subject of popular consultation in the region concerned.


The rule referred to in Article 134 shall govern the modalities and organization of the popular consultation and shall be adopted by a two-thirds majority of the votes cast, provided that the majority of the members of the Parliament concerned are present. A law, adopted by the majority provided for in the last paragraph of Article 4, provides for additional majority requirements for the Parliament of the Brussels-Capital Region.
