(1) The question proposed for a local referendum shall be worded in such manner that it allows a straightforward response, and permits the body of representatives to decide – on the basis of the outcome of the local referendum – whether it has the obligation to make a decision, and if so, what kind of a decision.

(2) The question proposed for a local referendum shall not contain any obscene expression or any other expression shocking in any other way.
