Article 5.6 could be interpreted in a way that after the rejection the same initiative group may present the same draft law with the same support signatures to the parliament again. It is admissible to exclude an initiative on the same subject matter for some time after the rejection of the draft law in order to avoid burdening the parliament with draft laws without enough support. Article 5.6 could be interpreted in the opposite sense. Unless this is an issue of translation, the Venice Commission and ODIHR recommend clarifying this provision.
