These include: General Comment No. 25 of the UN Human Rights Committee on the right to participate in public affairs, voting rights and the right of equal access to public service; Council of Europe Committee of Ministers RecommendationRec(2003)4 on common rules against corruption in the funding of political parties and electoral campaigns (hereafter: “Rec(2003)4”); the Guidelines on Political Party Regulation (hereafter: “the Guidelines”) and the Guidelines on Freedom of Association, both issued by the OSCE/ODIHR and the Venice Commission.
