Paragraph 12

The government has stated that the draft law is based on the principles of accountability and responsibility, while preserving the liberal approach of Legislative Decree no. 2011-87 currently in force. This liberal approach has encouraged the establishment of a large number of political parties (at present there are over 200, of which 19 are currently represented in parliament). Some of them have criticised the draft law and fear that it may have a detrimental impact on small parties. The most controversial aspects include some provisions regarding the online platform (providing for the publication of a large amount of data) and public funding (which apparently would largely, but not solely, benefit the parties with seats in parliament). On the other hand, there would seem to be a broad consensus that the transparency of party funding currently leaves a lot to be desired, at least in practice, and needs to be improved.
