Administrative organs


The highest-ranking governing body shall be responsible for the supreme political administration of the party. The decisions these party conferences adopt in the exercise of the powers conferred by bylaws and the law shall be binding on lower organs and conferences. Notwithstanding the fact that intermediate administrative organs can be created by the party bylaws, their actions shall be reviewable by the said party conferences. Sectoral representatives may be members of the administrative organs as long as they are selected democratically.


However, the fundamental decisions of political parties are nondelegable. The modification of party bylaws, creation of internal organs, definition of their powers and the power to issue its regulations shall fall into this category.
