The process of drawing the electoral boundaries should not prejudice national minorities. For instance, dividing a geographically-concentrated minority among several electoral districts so that it constitutes a minority of the voters in every single electoral district (ethnic gerrymandering) should be prohibited, and can be considered as a violation of the principle of non-discrimination. Electoral boundaries may be delimited in a way that ensures the representation of concentrated minorities.However it is also important to avoid another danger namely drawing ethnic seats in such a way that it could lead to a form of electoral apartheid.
