While the principle of equal voting power does not apply to the allocation of seats to parties, and therefore does not impose a proportional result,  equality of opportunity has to be ensured. Manipulations intended at reducing the possible representation of a party, including through the delimitation of constituencies (gerrymandering) go against equality of opportunity and will be addressed more in detail below.
