The recommendations of the boundary authority are expected to be observed by the government or by the national legislators. The procedure for delimiting electoral districts should be defined precisely in a law, so that the process remains the same, regardless of who is drawing the district boundaries. The process should be based on political balance, if representatives of political parties are members of the committee. If political parties are not represented in the committee, they should be provided the right to present their recommendations and objections. This means that all political parties must be given access to the process due to its political implications.
