An important legal safeguard against arbitrariness and guarantee of the Rule of Law is the existence of legal restrictions to discretionary powers.  A way to prevent such an abuse in the field of constituency delimitation is, where possible, to make constituency boundaries coincide with administrative boundaries, while geographical and historic criteria may be taken into account.  Moreover, constituencies should be contiguous.
