The most common criterion used for the allocation of seats to constituencies is population. Usually the number of seats per constituency is calculated by dividing the total number of inhabitants by the number of seats, giving the average number of inhabitants per seat and then awarding seats per constituency by dividing the number of inhabitants in that constituency by the average number of citizens per seat. Example of countries that use this criterion are Albania, Austria, Belgium, Brazil, Bulgaria, Chile, Costa Rica, Cyprus, France, Georgia, Germany, Greece, Italy, Lithuania, Mexico, Norway, Poland, Romania, Slovenia, Switzerland and Turkey.
