The plaintiffs argued that the state legislature intentionally diluted Democratic votes across the state through two methods: separating supporters of one party among different districts, so that they do not form a majority in any of them (known as “cracking”); and grouping large numbers of a party’s supporters in relatively few districts, where they win by large margins (known as “packing”).
