In some countries the redrawing of constituencies takes place ad hoc, without clearly stipulated time-limits, based on demographic changes where the reallocation of seats does lead to overly large differences between the number of mandates distributed in constituencies. This is the case in Germany, where boundaries are redrawn where the deviation is greater than 25%; and in Hungary, where they are redrawn when the deviation exceeds 20%. In the United Kingdom, the Boundary Commissions for England, Scotland, Wales and Northern Ireland are responsible for reporting to Parliament regularly on necessary changes to constituency boundaries, but the law does not provide for the time of redrawing.
