The principle of equal suffrage, as recognised in national constitutional law as well as in international law, imposes allocation of seats to constituencies on the basis of equality of representation. Such equal allocation is an essential feature of democratic elections. Equal suffrage means here, above all, equal voting power: there must be an equal number of inhabitants, of resident nationals or of registered voters per seat.
