At any rate, perfect proportionality is not reachable. National legislation should define the permissible departure from the norm, which, in conformity with the Code of Good Practice in Electoral Matters, should not be more than 10%, and should certainly not exceed 15% except in special circumstances. Within those limits, territorial aspects may be taken into account and a minimum number of seats may be allocated to each constituency.
