Impartiality of the body in charge of boundary delimitation is crucial to avoid any form of electoral geometry, and in particular of gerrymandering. While it is not inadmissible for the legislator or an electoral management body to take the decision, there should exist an appeal procedure to a judicial body to avoid this power to be abused. The decision should take account of the opinion of a committee the majority of whose members are independent.
