Adoption of electoral legislation by broad consensus after extensive public consultations with all relevant stakeholders is one of the fundamental elements of electoral reform, in particular when a change of the electoral system is envisaged: it contributes to the acceptance, legitimacy and stability of the governing system. The June 2017 opinion noted that the existing polarisation around the issue was not indicative of meaningful consultation and broad consensus among key stakeholders.
