From Article 74(2) and (3), it also appears that all the commission’s decisions, both on the delimitation of constituencies and its regulation, are to be approved by the government. Article 74 does not provide an appeal mechanism in the event of the government rejecting the commission’s decision or its regulations. The Venice Commission and ODIHR recommend limiting the government’s approval to formal requirements, and not to the content of a decision concerning the drawing of the constituencies. In this context, it has to be noted that, in 2017, the recommendations of the commission were accepted in their entirety by the government. The substance of the internal regulations should be for the commission to develop.
