A delay for new constituency boundaries to take effect is important to limit possible advantage of the political groups in power at the given time. For this reason, the Code of Good Practice in Electoral Matters requires that fundamental elements of the electoral law, which include the “drawing of constituency boundaries”, be defined not later than one year before an election.
