On 17 January 1990, the last communist leader, the Chairman of the Presidium of the People’s Assembly, Ramiz Alia, postponed the general elections from 10 February 1991 to 31 March 1991 in order to allow the new opposition to participate in the elections. This was done upon request by the opposition and with the agreement of all political parties. At the time, the communist legal framework applied.
