In turn, Article 170(2) requires that “the principles of the activity of public bodies, as well as the extent of limitations on human rights and freedoms during the period of the existence of situations that require extraordinary measures, are defined by law”. This means that, even in emergency situations, extraordinary measures have to be based on the law.
