Mandates that have not been divided into constituencies shall be distributed at the state level so that the sheets or the same candidate lists are allocated as many seats as the difference between the number of mandates, which would have been allocated on the basis of the sum of the votes at the national level, and the number of mandates, they have received in constituencies.
The distribution of mandates, it shall be determined how much of all 88 mandates belonged to the lists or the same candidate lists in proportion to the number of votes received in all constituencies. This is determined based on the sequence of the highest ratios calculated by dividing the sum of votes received by the list and the same candidate lists in all constituencies, divided by all numbers from 1 to 88 (d'Hondt system).
Those leaves and leaves of the same name, which in the area of the country did not receive at least 4% of the total number of votes, the allocation of seats not taken into account.
Mandates from the first paragraph of this Article shall be allocated to the lists or the same candidate lists in order of the highest ratios in the previous paragraph, with higher ratios construed as mandates by the sheet or sheet of the same name received on the basis of Article 90 of this Law.
If any of the sheet or the same list in the allocation of seats in accordance with the first paragraph of this Article belonged fewer mandates than it has been in the division at the level of the electoral unit, in order to determine how mandates should belonged lists or the same candidate lists by adding the votes country level, takes into account the reduction in the total number of seats that have yet to be divided at the national level.
