The draft as it stands does not guarantee an effective mechanism for supervision of the financial activity of political parties. It should be developed in order to provide for clear mechanisms and a clear delineation of mandates of the Commission for the Prevention of Corruption. Sufficient staff and budget should be allocated to this Commission, and transitional provisions should address the transfer of files from the Oversight and Audit Service of the Central Election Commission to the Commission for the Prevention of Corruption.
