This broad definition is supplemented by particular types of abuse of administrative resources in Article 211.2 of the Election Law, which lists involving subordinates in activities supporting candidates; use of premises that are not available to other candidates on the same terms; use of state (municipal) means of communications and transport; advantageous access to media for the purpose of support signature collection and campaigning; campaigning at public events organised by state or local authorities; publication of reports on activities and distribution of greetings and other materials that are not paid from the corresponding electoral fund. Further, Article 211.3 prohibits holders of state and municipal offices and heads of state (municipal) enterprises and institutions from using the advantages of their positions as candidates or in support of candidates. Similar provisions were introduced in the Local Election Law (Article 171).
