(1) Any person with a right to vote in general elections and who has been included in the electoral register shall be entitled to participate in referendums. Persons having their permanent address in parts of the realm where the referendum is not held shall have no right to vote in the referendum, cf. however section 96a.


(2) When the day for a referendum has been fixed, the local council shall prepare an electoral register of the voters of the municipality and send out poll cards in accordance with the rules of Part 4 regarding general elections. For admission to the electoral register of voters subject to section 96a, however, section 96b is applicable. In referendums which are not held in all parts of the realm, the rules for admission to the electoral register shall also apply in cases not subject to the 2nd sentence hereof if the voter moves away from or to the part(s) of the realm where no referendum is held as in case of migration to or from Denmark (3) Within 10 days prior to the referendum the Minister for Economic Affairs and the Interior shall announce the day and time for the voting and for sending out of poll cards in accordance with the rules of Part 4 regarding general elections.
