It is submitted that the substantive basis for removal from office in the case of a member of the highest independent electoral administration body should be laid out in more detail in the Draft Law. Further, consistent with the remarks above, consideration should be given to the involvement of other branches of the State in the removal process; so that removal would not be viewed as a political step taken by Parliament. Finally, a procedure for adjudicating the claims made against a SEC member should also be included in the Draft.
