The Commission also rejected the comparison with the position of the Prime Minister in parliamentary systems, whose term in office is not limited. The Commission pointed to the fact that parliamentary mechanisms usually secure democratic rotation in the office of the Prime Minister, but these mechanisms obviously do not extend their influence on the presidency.
