To the contrary, at least in Venice Commission member states term-limits do not apply to the Head of government (usually the prime minister), who technically may be removed at any time, in contrast to the rigid and difficult impeachment procedures under presidential systems. Therefore, the danger of abuse of power by the Head of the executive branch is greater under presidential regimes than in parliamentary ones. Moreover, such a “perpetuation in power, or the exercise of power without a fixed term and with the manifest intent of perpetuation is incompatible with the effective exercise of democracy”.
