Paragraph 94

In modern democracies, the sovereignty of a nation resides in the people. All state authority shall emanate from the people. No one can therefore argue to be entitled to run for re-election after a first mandate if the constitution provides otherwise. The restriction to the right to be elected derives from a sovereign choice of the people in the pursuit of the above mentioned legitimate aims of general interest, which prevail over the right of the incumbent president. As explained above, the criteria for such restriction are both objective and reasonable.
