In conclusion, the limitation of the right to vote which term limits impose pursue legitimate aims, are entrenched in the constitution and should be considered as “implied limitations” which are objective and reasonable, within the margin of appreciation of the States. It follows that term limits do not unduly limit the human and political rights of voters, but can help to serve those rights.
