Under international standards, notably the ICCPR, whatever form of constitution or government in force, the States should adopt such legislative and other measures as may be necessary to ensure that citizens have an effective opportunity to enjoy the rights it protects. Any conditions which apply to the exercise of the rights protected by article 25 should not be discriminatory and should be based on objective and reasonable criteria.
