In modern democracies, while the principle of universal suffrage is widely accepted and carefully protected, the right to be elected can be more easily limited as a consequence of both legal requirements and a limited number of elective offices availablederogated. The scope of the right to be elected is determined by the governmental system. The governmental system is decided by the people who are the sovereign constitution-making entity.
