The Commission has collected information on the constitutional and legislative provisions on term limits for members of parliaments, members of sub-national legislative bodies, governors and mayors in 63 countries (CDL-REF(2018)040rev). With respect to Members of Parliament at the national level, the comparative analysis of these provisions reveals that term-limits for MPs are very rare. No country in Europe has introduced them; in Switzerland a proposal of 2009 to introduce a two-term limit was not adopted. In France, a legislative reform envisaging the introduction of a three-consecutive-term limit is currently pending. In Italy, the prohibition of a third mandate is contained in the code of ethics of the political group “MoVimento 5 stelle”, but it is not binding.
