The Court has emphasized that the electoral rights guaranteed in Art. 3 of Protocol 1 are not absolute, but there is room for “implied limitations” within a rather wide margin of appreciation conferred on the States. This margin is not limited by an explicit list of legitimate aims, such as Articles 8-11 of the Convention. Yet, the aim a state pursues must be compatible with the principle of the rule of law and the general objectives of the Convention.
