Paragraph 31

In addition, term limits may increase the influence of lobby groups and legislative staff. More novice legislators are more inclined to fill their own informational and policy gaps by an increased reliance on special interests and lobbyists, as well as on employees of government agencies, and MPs’ staffs; this may have a negative impact on accountability. MPs with a restricted mandate will be aware of the need for a remunerative employment after they leave elected office. As such, they may feel a stronger need to satisfy the demands of lobbyists and members of the Executive Branch who could either provide or assist them in finding employment following the end of their mandate.
