Empirical research has clearly confirmed that term limits weaken the legislature’s power vis-à-vis the executive branch. This effect is strong even when both branches are subject to similar limits. Term limits diminish the legislature’s role and “contribute to a migration of power from elected representatives to non-elected officials”.
