On the other hand, local bodies deal with a different set of problems. They are less prone to pursuing reformative approaches (i.e. are expected to operate on a higher level of consensus) and have less bearing on the issue of creating dictatorial parties. The risks of limitation of the terms of office with them are less harmful for the credibility of the democratic institutions. In smaller communities, however, if the same decision-makers are reproduced by stable local (clannish) configurations, this can negatively affect the credibility of local institutions and the functioning of representative government.
