Unlike Presidents, members of parliament exercise a representative mandate and form part of a collegiate body. Term limits for MPs are therefore not required to prevent the equivalent of an unlimited exercise of power by the Executive. In a collective representative body, the possibility of re-election does not entail a similar advantage for the incumbent.
