The imposition of term limits on executive officials directly elected at the sub-national and local level could appear more justifiable, as their position may be more comparable to that of a president. By contrast, the position of executive officials who are indirectly elected by sub-national or municipal councils is more similar to that of a Prime Minister in a parliamentary system. For this reason, in the Commission’s view, imposing term limits on them does not seem justified.
