For the sub-national authorities, regulation should be made at the same level of regulation of their legal status: it could be the State Constitution, or a Statute of Autonomy, and at times also national or regional legislation. At local level, national or regional legislation is required to impose time limits in accordance with the relevant rules of local self-government in each country.
