The recall of a legislative body or of a municipal council as a whole is of another nature than the recall of its individual members. It cannot be considered as going against the prohibition of the imperative mandate which is essential in a system of representative, deliberative democracy. It is rather a kind of no confidence vote by the people vis-à-vis the deliberative body. The nature of such recall is much closer to that of a President or a mayor and the same principles should apply as to its conformity to international standards.
