The Congress quotes (in the report to the above Resolution) the doctrine of the Venice Commission on the recall for parliamentarians, and is of the view that this doctrine – which considers the recall of (individual) parliamentarians as a form of imperative mandate - “should also be applicable mutatis mutandis to local elected representatives.”
