Considering this widespread phenomenon, the Venice Commission decided to prepare a report on the issue as well as to draw guidelines, on the basis inter alia of the contributions of three Venice Commission members, Messrs Gonzalez Oropeza, Hirschfeldt and Kask, and one election expert, Mr Serhii Kalchenko. In order to assess the situation among the Venice Commission member states, the report aims at answering two questions: 1) what are the inherent weaknesses in legislation and in practice in the member states that lead to misuse of administrative resources during electoral processes? 2) How to address this problem in law and in practice?
