The notion of misuse of administrative resources during electoral processes should also be defined throughout the existing international binding texts and soft law. In this respect, the 1990 Document of the Copenhagen meeting of the Conference on the Human Dimension of the CSCE (OSCE) underlines the need for "a clear separation between the State and political parties.” Political parties should be provided "with the necessary legal guarantees to enable them to compete with each other on a basis of equal treatment before the law and by the authorities.” The International Covenant on Civil and Political Rights (ICCPR) and the United Nations Convention against Corruption (UNCAC) are also part of the applicable international standards, as well as the Council of Europe Committee of Ministers 2003 Recommendation on common rules against corruption in the funding of political parties and electoral campaigns.
