The report is based on the above definition of misuse of administrative resources during electoral processes. It does not therefore cover the issue of abuse of administrative resources through state-owned media or limits to campaign expenditures, even if these are also widespread phenomena. Moreover, specific provisions apply to media coverage during electoral campaigns and prescribe in general that airtime is devoted to all competitors on an equal basis. If abuses do exist, the purpose of this report is not to reflect such considerations.
