In practice, the OSCE/ODIHR underlines in its Needs Assessment Mission Report following the 25 February 2011 early parliamentary elections that “[t]here is […] a very high level of confidence of all stakeholders in the electoral process and the election administration”. Therefore, no concern was raised regarding misuse of administrative resources during electoral campaigns.
