In practice, the OSCE/ODIHR report following the 30 October 2011 presidential election underlines that “[a]llegations of misuse of institutional authority in the form of pressure and intimidation were raised throughout the pre-election period, which undermined confidence in the electoral process.” The report also indicates that “[o]n 29 September the parliament adopted a decree on “Measures to ensure the implementation of the Law on Presidential and Parliamentary Elections”, reinforcing the electoral law and imposing strict measures in cases such resources are misused.”
