The overview of the existing legislation on misuse of administrative resources during electoral processes on the one hand, and the practice observed during elections on the other hand, show that the implementation of legal provisions in the field remains difficult in many countries. Practice too often presents a contradiction between incumbents’ interests and fairness of the electoral process.
