The legitimate activities of a government have to be distinguished from those of the ruling party, especially during electoral processes. Legal and ethical obligations have to be set up in order to distinguish usual governmental activities from ruling party activities during electoral processes. For measuring the balance in electoral processes, the governmental activities have to be compared with the opposition role in a democratic parliament.
